3D Spatial Data Infrastructure Solution based on the OGC-Standard

3D spatial data are urgently required to support planning tasks in a variety of ways, e.g. for urban simulation and analysis, radio network planning, visualizing and assessing building proposals, flooding simulations, infrastructure planning and documentation and others more.

Two topics will be especially emphasized. First, the data should be stored and managed based on an open geodata standard to ensure that it can be maintained in a vendor neutral environment. This is important because in the past decade the 3D geodata market has seen constant changes and several system solutions have disappeared which has caused their customers enormous efforts to migrate the data to new systems. Second, the data model should be able to support different applications. A common problem in past years was to build up 3D models for specific applications. This has led to the situation that municipalities and surveying agencies build several 3D models for different applications. Consequently the effort for the maintenance of the 3D databases rose and the overall effort and price was higher than if they had built one model that would be reusable.

Both topics, the need for a vendor neutral data model and the need for a data model that can serve different applications led to the development of CityGML. The development of CityGML started in 2003 and 2008 it became an OGC standard (http://www.opengeospatial.org/standards/citygml). The potential of CityGML has quickly been widely recognized and nowadays it is used within German and several European countries as the exchange and storage standard for 3D spatial data. In fact, it is discussed as the standard for 3D building data within the European Spatial Data Infrastructure (SDI) project INSPIRE.

virtualcitySYSTEMS presents an approach for storing and managing 3D data in a CityGML compliant database, publishing the 3D data as interactive 3D web mapping applications and distributing the 3D data via automated extract-transform-load service to different application domains and users.
